Chapter Eleven

The prospectors and miners in California seem to live and operate under their own set of "laws."  Why do you think that came to be?

    It seems like the miners (and others) make up rules and laws as they go along. Maybe you need to reread some parts of the story.

    So they can lie about there tools and be able to steal the tools by lieing.
